			<content:encoded><![CDATA[<p>GMR Infrastructure, the Bangalore-based developer of power plant, airports, roads and urban infrastructure, is understood to be closing in on its second coal mine acquisition in Indonesia. The mine is expected to cost close to $150 million and has reserves of close to 200 million tonne. In 2009, GMR had acquired Indonesian coal company PT Bara sentosa Lestari for around $80 million with coal reserves of 110 mt.</p>
<p>GMR Infrastructure has been actively seeking captive coal mines as it embarks on a huge expansion of its flagship power generation business and is setting up a slew of projects in India. The company has 14 power projects, of which three are operational (808 Mw) and 11 projects (8,448 Mw) are under various stages of implementation. GMR hopes to have a capacity of 4,261 Mw on stream over the next three years, relying on thermal energy for generation.</p>
<p>Reliance Energy and Essar Group have also acquired coal mines in Indonesia. GMR officials declined to comment on its moves in Indonesia. According to recent reports, the three are also understood to be in the race for mines in Australia.</p>
<p>Government officials have recently said that demand for coal in India is expected to triple over the next two decades, as more players start power generation and increase capacity at steel plants. A majority of power projects in India are thermal and, as India increases its hunger for power, almost all players are scrambling to secure coal reserves.</p>
<p>GMR has been beefing up its war chest for the energy business, raising $300 million (Rs 1,350 crore) from Temasek, IDFC, Argonaut and Ascent Capital in 2010. Simultaneously, it restructured a large chunk of its debt and exited its 50 per cent holding in global power major Intergen for around $1.2 billion (Rs 5,400 crore), thus freeing up the cash to expand its power projects in India.</p>
<p>In addition to having captive coal resources in India and Indonesia for a clutch of power projects, GMR has a 33.5 per cent stake in Homeland Energy Group, a listed company that owns coal properties in South Africa through subsidiary Homeland Mining &amp; Energy. HEG owns a controlling interest in the operational Kendal mines, fully explored Eloff mines and other exploration sites, with total mineable reserves of around 300 mt.</p>
<p>The Eloff mines, which have significant coal reserves, are under pre-feasibility stage, having been fully explored. In addition, HEG holds a 39 per cent stake in Homeland Uranium Inc, a Canadian uranium exploration &amp; development company focused on projects in Niger and the US, and around 12 per cent stake in Altona Resources with coal assets in Australia. <p>Citic Resources Holdings Ltd. (1205.HK) said Wednesday its stake in Australian coal miner Macarthur Coal Ltd. (MCC.AU) remains a long- term investment for the company, despite the Australian government&#8217;s proposed new tax on the mining sector.</p>
<p>&#8220;Australia&#8217;s proposed resources tax will have an impact on mining firms,&#8221; Chief Executive Sun Xinguo told reporters in Hong Kong after a shareholders meeting. &#8220;We will find out the impact on our business after examining more of the details of the tax plans,&#8221; he said.</p>
<p>Citic Resources and state-run parent Citic Group are the largest shareholders in Macarthur Coal, the world&#8217;s biggest exporter of pulverized coal by volume, with a combined stake of 22.4%.</p>
<p>Citic Resources&#8217; shares are down 13% this week as investors factored in lower earnings for its Australian investment after the Australia government said Sunday it planned to introduce a 40% tax on the mining industry&#8217;s profits. The benchmark Hang Seng Index is down 3.7% this week.</p>
<p>The company&#8217;s shares ended down 3.6% at HK$1.62 Wednesday, compared with a 2.1% decline on the benchmark index.</p>
<p>Asked whether Citic Resources will support Peabody Energy Corp.&#8217;s (BTU) takeover bid for Macarthur Coal, Sun said the company has nothing to add to the statement it made last month, in which it said it hadn&#8217;t yet decided whether to back the bid.</p>
<p>U.S. coal company Peabody Energy sweetened its takeover offer for Macarthur Coal to A$4.07 billion in April but investors are concerned it may now try to lower the price after Australia proposed the new mining taxes.</p>
<p>Peabody, the world&#8217;s dominant producer of coal for use in blast furnaces, told Macarthur this week it was working through the impact of the tax plans on its bid for Australia&#8217;s biggest coal exporter.</p>

<p>Karnataka Power Corporation Ltd (KPCL), the state-owned power generator, is exploring the possibility of acquiring a coal mine in Indonesia. The company, which presently imports small quantities of coal from Indonesia, is in the process of reducing its dependency on the Indian coal, which is high in ash content, a top company official said today. On an average, KPCL requires 7.2 million tonnes per annum to generate close to 2,000 MW. The company is adding a further 1400 MW within the next three years.</p>
<p>“Last year, KPCL imported around 900,000 tonnes of coal from Indonesia and this year also the same quantity will be imported to fire our power projects at Raichur and Bellary. The Indonesian coal provides higher calorific value and less in ash content. We are presently mixing the imported coal with the domestic coal and firing our boilers,” S M Jamdar, managing director, KPCL told reporters.<br />
He said KPCL intends to increase the quantity of imported coal over the coming years as it has a higher calorific value, which is more efficient in heating up the boiler. The Indonesian coal contains 6,000 kilo calories per kg of coal, whereas Indian coal has a maximum of 4,500 kilo calories. At present, KPCL’ power plants can take only up to 5 per cent of imported coal.</p>
<p>“We are definitely trying, but there are some difficulties. We already own a coal field in Nagpur, which is giving us 7,000 tonnes of coal every day. We definitely are interested in imported coal. There are some serious problems with the imported coal, he said.</p>
<p>The existing boiler designs of Indian power stations cannot take foreign coal fully. We have to blend it up to 25 per cent. Because boilers are designed according to the heat bearing capacity and foreign coal is extremely good in heat bearing capacity,” he said.</p>

<p>The Essar Group on Thursday said it has agreed to acquire a 64-million tonne (mt) coal mine from an unnamed private company in Indonesia as part of its efforts to secure raw material supplies for its proposed thermal power projects in India.</p>
<p>The Ruias-controlled Essar Group didn’t want to name the closely-held Indonesian company citing confidentiality clauses and did not provide any financial detail. A group official said the transaction could be around $208 million (about Rs 956 crore as per current rates), basing his estimate on the recent acquisition of US-based Trinity Coal.</p>
<p>“We bought Trinity, which has reserves of 200 mt of thermal and coking coal, for $650 million,” said the official asking not to be named. However, a strict comparison can’t be made, because the acquisition price is a quality factor of the coal and the ash content in the commodity; the higher the ash content, the lower the quality and hence, lower price. The Aries coal mines are located in the Kutai region of East Kalimantan in Indonesia and are high-quality bituminous coal, with low ash and low moisture. Such categories of coal are suitable for power plants.</p>
<p>The acquisition would benefit Essar Power, an unlisted unit of the group, with “access to an estimated resource base of 100 mt of thermal coal and mineable reserves of 64 mt,” said the Essar statement. The transaction is expected to be closed by April ’10, the statement added.</p>
<p>Essar Power is currently building six power projects in India, raising its power generation capacity from 1,220 mw to 6,100 mw by ’12. “We are a vertically integrated power producer, with ownership and access to the raw materials needed to run the business,” said Essar Power director Anshuman Ruia. “The Indonesian mines are an excellent addition to our growing portfolio of coal assets. <p>Batubara di Indonesia merupakan salah satu andalan sumber energi alternatif di luar minyak dan gas bumi. Endapan batubara tersebar cukup luas di wilayah Indonesia. Salah satu wilayah yang dianggap mempunyai potensi batubara yang sangat besar adalah pulau Kalimantan.</p>
<p>Wilayah ini mengandung banyak sumberdaya batubara dengan ketebalan yang cukup bervariasi, terletak sampai kedalaman lebih dari 100 m, serta memiliki kemiringan yang tidak homogen.<br />
Kondisi ini memperlihatkan gambaran keuntungan untuk ditambang dengan metode tambang bawah tanah. Pada beberapa tempat lapisan batubara ini berada di bawah wilayah kawasan lindung, yang tertutup bagi kemungkinan diusahakan dengan metode tambang terbuka.</p>
<p>Saat ini banyak sekali perusahaan-perusahaan batubara yang melakukan kegiatan eksplorasi di wilayah-wilayah ini, bahkan ada beberapa diantaranya telah melakukan kegiatan produksi.</p>
<p>Kalimantan Tengah misalnya. Daerah ini memiliki potensi pertambangan batu bara sekitar 3,5 miliar ton. Angka yang amat fantastis untuk bisa mengangkat kesejahteraan rakyatnya. Dari angka tersebut, diperkirakan ada sekitar satu miliar ton yang merupakan batubara pembuat kokas (cooking coal), yaitu jenis batubara terbaik dengan harga yang relatif tinggi.<br />
Sejauh ini, batu bara terbaik hanya ada di wilayah Kalimantan Tengah dan Kalimantan Timur. Artinya, peluang untuk mengembangkan sektor pertambangan bagi Kalimanan Tengah, sangatlah besar.</p>
<p>Bayangkan saja, saat ini harga batu bara jenis kokas mencapai US$100 per ton, sementara harga batubara jenis termal US$60 per ton. Namun, pasar batu bara kokas masih terbatas, karena hanya menjadi konsumsi pabrik peleburan baja.<br />
Di Kalimantan Tengah ada lebih dari 247 kuasa pertambangan (KP) batubara dan 15 pemegang Perjanjian Karya Pengusahaan Batu Bara (PKP2B). Sehingga perusahaan-perusahaan tambang tersebar di Kabupaten Murung Raya, Barito Utara, Barito Selatan, dan Barito Timur.</p>
<p>Daya Tarik Bagi Para Investor<br />
Fenomena ini menjadi daya tarik tersendiri bagi para investor. Semakin banyak para investor pertambangan nasional maupun lokal  yang melirik potensi pertambangan batubara di kawasan tersebut (baca: Kalimantan). Sudah tercatat belasan perusahaan telah melakukan survei umum dan eksplorasi.</p>
<p>Penegasan itu dikemukakan Kepala Kantor Pertambangan dan Energi Kabupaten Sintang Drs Yanuar Hasma MM. Menurut Yanuar Hasma, prinsipnya semua invesrtor pertambangan batubara sudah cukup kuat berminat dalam berinvestasi dikawasan potensi tambang batubara dikawasan perbatasan Ketungau Tengah dan Hulu ini. Hanya saja soal transportasi yang masih menjadi keraguan sebab jika nantinya produksi maka akan menghadapi soal kesulitan transportasi untuk memasarkannya.</p>
<p>Tambang Dalam Batubara di Indonesia<br />
Endapan batubara telah mulai ditambang di Indonesia sejak tahun 1849 di Pengaron, Kalimantan Timur oleh sebuah perusahaan swasta Belanda. Pada saat itu teknik penambangan yang dilakukan berupa tambang terbuka. Sedangkan tambang batubara bawah tanah baru dilakukan di daerah batubara Ombilin (Sumatera Barat) sejak tahun1892 oleh Pemerintah Hindia Belanda.</p>
<p>Cara-cara tambang yang dilakukan pada masa itu berupa pengisian dengan pasir bercampur air (hydraulic sandfill). Walaupun teknik tambang bawah tanah ini telah lama ditinggalkan sejak berakhirnya pemerintahan Hindia Belanda, namun penambangan batubara di Ombilin yang masih dilakukan hingga saat ini hanya tinggal penambangan bawah tanah.</p>
<p>Selain di Ombilin, tambang dalam juga pernah dilakukan di lapangan Suban/Pinang – Bukit Asam (Sumatera Selatan) serta di Pulau Laut, Kalimantan Selatan. Akan tetapi dengan karakter batubara yang terdapat tidak jauh dari permukaan, pengusahaan batubara di Indonesia umumnya cenderung dilakukan secara tambang terbuka, mengingat kecilnya faktor resiko dengan keuntungan yang tinggi, walaupun harus mengabaikan dampak lingkungan yang diakibatkannya.</p>
<p>Potensi tambang dalam batubara Indonesia<br />
Saat ini banyak sekali perusahaan-perusahaan batubara yang melakukan kegiatan eksplorasi di wilayah-wilayah ini, bahkan ada beberapa diantaranya telah melakukan kegiatan produksi.</p>
<p>Umumnya metode penambangan yang digunakan berupa tambang batubara terbuka, mengingat kedalaman dari endapan batubara yang sangat mudah ditambang dengan metode ini. Namun apabila dilihat dari data-data pemboran, ternyata di beberapa wiayah di Indonesia, endapan batubara terdapat sampai kedalaman di atas 100 meter, seperti yang terdapat di daerah Parambahan, Sumatera Barat (Cekungan Ombilin). Kondisi seperti ini juga diperkirakan terjadi juga di daerah Kalimantan Timur.</p>
<p>Beberapa eksplorasi di pulau Kalimantan menunjukkan bahwa ada sebagian wilayah yang memiliki endapan batubara yang cukup tebal, terdiri dari beberapa seam (multi seam), yang terdapat di bawah permukaan.</p>
<p>Pada beberapa tambang batubara di luar negeri, banyak terdapat kasus di mana pada lapisan batubara yang mempunyai kemiringan, pertama dilakukan penambangan terbuka sampai mencapai batas tersebut, dan setelah itu beralih ke penambangan bawah tanah. Hal seperti ini bukan tidak mungkin diterapkan pada tambang batubara di Indonesia, sehingga lahan bekas tambang yang sudah ditinggalkan dapat diusahakan kembali untuk tambang bawah tanah.</p>
<p>Kendala<br />
Kendala dalam bisnis batubara terutama terletak pada transportasi hasil tambangnya. Persoalan tersebut tidak lepas dari kondisi infrastruktur transportasi angkutan hasil tambang yang masih sangat buruk. Akibatnya banyak pengusaha batubara yang mengeluh, karena 80% jalannya rusak. Padahal dalam sehari, rata-rata batubara yang diangkut minimal 120.000 ton.</p>
<p>Selain itu, banyak di daerah Kalimantan, terutama Kalimantan Tengah yang tidak me­miliki pelabuhan batu bara yang me­madai. Selama ini, hanya mengandalkan transportasi air su­ngai. Sehingga ketika musim kemarau tiba, sun­gai pun menyusut, akibatnya pengangkut­an tambang yang berkapasitas besar sering mengalami penundaan.</p>
<p>Karena itulah, perlu dibangun infrastruktur rel kereta api serta pelabuhan batu bara, dengan harapan bisa mengangkut batu bara da­lam skala besar. Rencananya, pemerintah setempat akan membangun rel KA untuk ruas Puruk Cuhu-Mangkatip sepanjang 250 km, peningkatan jalan eks hak pengusahaan hutan (HPH) Sungai Hanyu Mangkatip, pembangunan pelabuhan ekspor batu bara (dry port) di Desa Mangkatip, serta mem­bangun pelabuhan di Bahaur Sungai Kahayan, Matalayur, Samuda di Sungai Mentaya, dan Teluk Siginton.</p>
<p>Yang jelas, dari tahun ke tahun jumlah batubara yang dieksploitasi semakin besar mengingat permintaan akan sumberdaya tersebut terus meningkat.  Tentunya harus ada sinergi antara pemerintah, pengusaha dan masyarakat untuk segera mengatasi kendala tersebut, mengingat porspek usaha tambang batubara masih sangat bagus. sumber berita dari <a href="http://www.bisnisukm.com" target="_blank">bisnisukm.com</a></p>
